In the past this has not been a problem, but now charcoal hut couldn't keep up. Charcoal hut had good location, and good production percentages 100% I seem to remember, so that wouldn't have been an issue I don't think so anyway.
I think the problem is you should only have one iron smelter and two toolmakers.

That is correct. One charcoal hut, one ore mine, one iron smelter, 2 tool makers. Later 1 coal mine replaces 2 charcoal huts I think. I always have some doubts about mines, they dont seem to be 1/1 or 2/1 exactly. For example 1 brine mine should feed 1 salt maker but in my games its always overproducing for 1 and underproducing for 2.
The main difference in your file is that all spaces are removed. The store bought version has all spaced in a normal code kind of way. With lots of empty spaces. Not needed for the program to run, just makes it easier to read. Besides that, the production time for the ore smelter, charcoal hut, toolmaker are the same in both files. So I see no reason why the mod would not work. Besides the obvious maybe, placing the file in the right folder and enabling local files.
Where did you get your assets file from, did you extract it while trying to make a mod, or does the steam version have that folder filled by itself?
I'm glad you shared this fix with the people Mytharox, however the way you do it isn't fair at all. I understand the argument how at one point you get too much money to care, however that comes later than when you start building norias.. and plus.. it's just unfair overall. Even if i have 10 million gold, i would still feel guilty for not paying anything for norias.
What i did is that simply raised the cost proportionally to how much water i added. There is a limit in the formula, so i could only raise it proportionally until 77000 capacity(75000 before upgrades), or otherwise the filling of norias became negative, and actually gave me money. Right now i set it to pay 27500 to refill for 77000 capacity which is exactly 11 times higher than before. I also set the price of large norias to 13750, to keep it fair. I wanted to raise it to the full 27500 gold, as this is how it is right now, equivalent to the price of a refilling, but that would be too crippling at begging of the game so i came up with a compromise, cutting build gold cost in half, but still i don't feel like cheating.
Filling norias 11 times less is certainly significant and i welcome anybody who feels like cheating with the "endless noria" to try this.

If you read the thread AngEv1L, you'll see that I didn't make the noria mod. Moogiefluff did and it was his first mod and it gave many, including myself a good start on modding and inspiration.
As for making it more fair, you could also increase the upkeep cost of the buildings e.g. That way you pay more per tick for each building, countering the refill cost. You could also argue that refilling is an integral part of the game and any way to make it easier for players is a way of cheating as the game simply gets easier to handle because of it:P
But that is what modding in essence is, you change the existing rules, making it easier, different and in most cases, simply more fun for yourself and some others who like the same type of playing style.
Personally, I like to play my games as vanilla as possible, but I like to tinker with stuff to help out others too.
I downloaded the file and edited engine.ini - 0 to 1 , but nothing happened. I started continuous game, but norias are the same Any idea? system XP SP3

As long as you replaced the existing assets.xml file with the downloaded one I'm not sure what went wrong for you. It seems to work for most people.
Might be worth going through the steps again just to check you got it right.
After repeating procedure couple of times, it worked. We'll never know why. Thank you novalink1666,and whoever thought of this. I was considering uninstalling the game, but not yet.

I'm glad it finally worked for you. It makes such a difference to your enjoyment of the game not to have to worry about the annoying norias.
There is a problem with the unlimited mines mod, it also changes the default maps used for each sceniaro, for instance the master builder sceniaro often can't be completed because you start on a map with just small islands.
What about the protection guys? After I made the noria mod and started the game, I had a message on the bottom right saying that the achievements were disabled, because modding was detected. Also my savegames had an exclamation mark on them, which means that achievements are disabled. I reverted everything as it was, and it was OK.
basically yeah .. like i said, changing this setting in the ini file disables achievements by default anyway
having said that i read somewhere that using a trainer while in a normal game keeps achievments and enables everlasting noiras .. but tbh i don't use trainers so can't confirm it
